I want to start my x graph to 1999 (instead of the default 1)

You can change the range of the axes in the Edit|Axes dialog.

Yes but I want to start from 1999 and end with 2013.

I do get a long x line with a lot of strange numbers, I can't se the Y line.

You likely want to change an intersection point with y-axis for value of x=1999. Do look for proper  possibilities at Edit/Axes dialog.

You may want to set Axes style to Boxed under the Settings tab.
