In the Edit|Axes dialog you can set the minimum value for both axes to 0. You probably also want to set Axes style under the Settings tab to Boxed as it makes sure the axes are always visible.

is it possible to create a graph with this program with both axis being absolute values so that all data points are in the upper right quadrant? (ie all y points above the x-axis zero line, all x points to the right of the y-axis line?)
